Dr Lugo was born in Chihuahua, México in 1973, He attended to The University of Chihuahua and graduated as a Medical Doctor in 2000. Then he went through a residency program of Internal Medicine at Monterrey for two years, after that, he began a formal training residency of Cardiology at the Hospital Central Sur de Alta Especialidad PEMEX in Mexico City and then graduated as a Cardiologist in 2006.
After that, he applied to a formal fellowship program in Interventional Cardiology at the Hospital Español de México in Mexico City and graduated in 2008, after approving the official exams of the Mexican Board of Interventional Cardiology and the Mexican Board of Cardiology, meeting the qualification standard required to practice world class cardiology.
